Courthouse Grounds Statue (Christmas 2018) - McMinnville, TN
The plaque says "Under the auspices of the Woman's Civic League - 1914"

I found this thanks to the Google: "The Davis Memorial Fountain dedicated May 20, 1915, was a gift to the City of McMinnville, Tennessee by Laura Davis Worley and her sister, Florence Davis, in memory of their parents Capt. Owen Walkins “O. W.” and Elizabeth Savage Davis. The public water fountain has been in several different locations in the McMinnville public square during its 100 year history. Apparently the statue is of the Greek goddess of youth, Hebe
